Former Vice Dean of the Faculty of Law & Business, Shanghai Teachers U, China, who was in charge of postgraduate programs and research. Entitled to Assoc. Professor (1991) and Full Professor (1999) by Shanghai Ed. Dept. At present time, Prof. HE is director of Institute of Knowledge and Value Sciences, Shanghai Teachers University.
